Critique This Cute Little Pony?

This is my sister's pony Shadow. He's 10 years old and used to be an Amish driving pony. He's now a children's mount and sometimes mine, too. What do you think of his conformation?

Also, what breed do you think he might be?..Somebody once said maybe a welsh?

If he came from an amish farm then he's probably a heinz 57. He has kinda a percheron face. He's cute! How tall is he?

I don't know much about conformation, but his neck looks a little long to me. Very cute though!
