I won't critique the rider, although I'd REALLY like to. The first thing I really noticed is that she travels with her haunches in in all the pictures. Most three year olds have problems with straightness, as they haven't yet learned to carry themselves in balance, so it's up to the rider to help them and install those basics - which this rider is not doing.
I agree that she's very on the forehand, and not at all engaged behind. Her saddle appears to have slid way forward.
If someone is going to ride with spurs - especially on a greenbean - they need to have a stable leg. I winced at the first picture, in which the rider is thrusting her leg in and out to post. The rider needs to learn to post CORRECTLY, and ride without spurs in the meantime.
