it is simply a conformation fault. no not necessarily bad, it all just depends on what discipline you wish to pursue with him or whatever discipline his future owners want to pursue
dont freak though i have my suspicions it could definitely be the picture especially if he was standing awkwardly
i would see if you can have him evaluated by your vet. i think a professional seeing him and evaluating him hands-on can give you the most accurate feedback.
