Very nice "young" fella. It looks like he is working off his front end too much. I see more muscling in the front then in the back. As mentioned above, hill work at a trot will help but you may want to work on collection as well. That will cause him to work more on his rear.
3-7 hours of work per week is really very light work so if it's possible to step it up, that will help a great deal towards building him up. On the whole he looks in good condition for his age. My Arab, Charlie, is about 20-21 years old and built like a QH - I love the Polish style Arab over the thinner Egyptian.
