Actually it may not. "Sway back" can be a musculature issue (where hill work WILL help) but it can also be a skeletal issue which is unfixable no matter what you do.
With this horse, he looks a bit ummm, rotund, so it's hard to say if he has much muscle on his topline or not. I had a pony that always LOOKED like he had great topline, but in reality, he was just fat. He is lovely though :)
