Best exercise or routine to develop chest and hind muscles?

I know walking, loping, and running up hills help develop good hind muscles. Doesn't walking them down hills help develop the chest muscles? I am looking into halter class and some western pleasure and I want to improve my horse's muscle looks. She is a QH and half Thoroughbred. Any ideas?

Your horse is an Appendix. (QH/TB) As for the muscles, just keep doing the hill work. It is so good for your horse!
