Even if you can't get instruction or english tack you can still practice. Pick up a cheap snaffle (if you don't have one already) and start learning to ride with contact. Work on English figures, bending, circles. Active trots, rounded canters, posting at the trot etc. You can do all this with a western saddle.
When you can, practice riding in a dressage saddle, and work on using your balance and seat. That way, when you have the opportunity for lessons, you'll be part way there.
