Muscle Builder?

I adopted my 11 year old Arab mare around 3-4 months ago, and now that she's finally up to weight I want to stop riding her lightly and build some muscle! Problem is, I have no idea what ways are the best for muscle building. I don't have any trail where I ride (unless you count the road) and I have one small outdoor arena. What should I be working on to help her build muscle?

Normally you would want to do hills, but if you can't, still focus on lots of trotting and backing.

Hills are good for back muscles, but if you know how to work her in the arena it will work too :)

Do a lot of forward exercises, transitions up and down making sure she is engaging her hind end, backing, work over ground poles, just in general making sure she is really working forward without hollowing out her body and you'll be great :)
