my horse is so Stubborn horse

Okay so my horse is a welsh mountian pony he is 12 years old. I'v had him for about 2 years he is an amazing horse and so talented, I use him6 for sporting so yes he can go very fast. Whenever I am at home and I try to ride him he will just stand there I try to everything I can to get him going he will just start backing up and bucking. I do use spurs on him and a whip and he still dosn't go, it fustrates me so much! Any tips or ideas, I can't even get him to go 100 meters.
All the tack of mine fits him, he is healthy, his teeth are done and so his he's feet! I just need help he just being a tipcial lazy pony! He is very smart

He's figured out what works. Spurs shouldn't be used as punishment. Rather than whack him with the crop try tapping him behind your let, rhythmic tapping. This often inspires a horse to move forward even if only a few steps. Be sure to not tap when he does move. When he stops tap again. If he flatly refuses after a dozen taps then tap a little harder. This works like the annoying little brother tapping your arm to get your attention. Try as you might to ignore, you eventually react or get up and move.
