Register to show? Need help!

Do you guys now of any place you have to register with in the USA if you want to compeat in shows?
I live in Germany and am starting to get to the higher levels. They want to see permishion of the place you register at, that I'm aloud to register in Germany as well.
They let me get by with it this year, but next year I'll have to show them something..
The problem is I've never heard of anything like that in the USA...
Could you help me out?

If you are referring to dressage I think you may be referring to an International passport. Those are issued withing the country you reside at.

Otherwise I would email the USEF and ask them.
