Rest areas for horses in Atlanta/GA?

I'm asking for a friend...

Does anyone know of safe area(s) along I-20 (GA) where one can stop and rest a horse. Let them stretch their legs?

I thought anywhere where there is a pet area, you could at least hand walk them around a bit. But apparently this person doesn't trust that idea, and wants a fenced-in area.
Is there such a thing?

The Georgia International Horse Park is off I-20 in Conyers, GA, just east of Atlanta. That's about the only place I can think of.
