To me a willing, forward horse. If you are buying try to get good confirmation as well as training. A sound horse physically and mentally, with lots of training miles under it. Take a trainer with you for all horses you try, and have it vetted.
Don't buy the cheapest horse you can find, buy the best horse within your budget.
And....you can't ride pretty, but it sure is nice :)
