USEF ownership/measurements for juniors?

I recently bought a Welsh pony and would like to transfer her ownership to my name. She has a lifetime USEF registration, and I'm a 17 year old member. Their transfer of ownership form seems pretty self-explanatory, and I'm pretty sure minors can own horses, but I'm not sure about measurement. She is almost 7 and will need to get her pony measurement card.
Number 4 under "prior to measuring the animal" has a statement about needing to be 18 for measurement, but does this mean the adult must only fill out the measurement form? Is it a problem if I am listed as her owner but my mom fills out the info for measurement?

I was thinking I'd email USEF as I'm very unfamiliar with their rules, forms, etc. but figured I'd ask here first since I'm sure this is much simpler than it seems!

The person handling the horse during measurement is the one who needs to sign the form, and that person needs to be over 18. Doesn't need to be an owner. It can be a trainer, groom, etc. Hope that helps!
