Default Advice needed

Alright, so I used to board at a barn and do feedings there four days a week and in the summer sometimes six morning and night. But we left several months ago because of the conditions being less than ideal. They didn't clean waters, ever, muck stalls, or even fill their buckets in the morning if they had been left in all night and were being left in during the day. Anyways, the owner couldn't find anyone to feed for this weekend and my mom and I agreed to do it.

So we started today and I was shocked, the waters have obviously not been cleaned for weeks and the horses had very few shavings. One horse's floor was all wet and nasty because he had so few. Plus under the stall mats is cement (I don't know what possessed the builder to put cement under the stalls) I just don't know how I could go about saying something about the quality of care. Especially the water. I was talking to a friend who boards there (she's hopefully leaving soon) and they've shown up and the horses have had empty buckets in their stalls.

One of their mares looks very thin as well, she had on the thin side when we left but now her hip bones are jutting out and you can see her back bone. I really want to say something to her, even offer to help once or twice a week if she really, desperately needs it. But I'm afraid she'll absolutely freak out or we’ll get stuck with more than we can do. Does anyone have an idea of a non-confrontational way I could approach her about it?

Just so you know, it wasn’t that way when we moved there. But when we started working they just sort of stopped. I know they can take care of them well but they just don’t.

I would really just be upfront and honest about it. If my boarders arn't happy about something I would want them to tell me.

Honestly it sounds like neglect to me. Yes, if my horse was there I would probably raise a stink.

Make sure there isn't actually something wrong with the mare first before you accuse the owner of neglect or anything. Just ask them about what your concerns are in a very non-confrontational way.
