It depends on the horse. Bell boots are great to use on horses that tend to over-reach (hit their front hooves with their back hooves), horses in training doing movements that increase the chance of a back hoof catching the front, and horses that have front shoes (and over-reach). Bell boots should always be used with a built-up heel shoe.
If your horse has regular shoes and doesn't over-reach, I wouldn't bother with them.
