Question To Blanket or Not To Blanket? What Blanket To Get?

Hey everyone.
So being the new mommy to a horse, as soon as I heard it was going to be raining this week/weekend, I immediately started searching for horse blankets/sheets. I used to work at a ranch and would blanket other peoples horses for them when it was winter or rainy, but never really paid attention to blanket types and such. I live in Southern California so it's not like it gets that cold that often. Maybe December - April at best and it only rains a handful of days a year (but when it rains cats and dogs) plus it can get kinda cold out here at night (I live in a dessert suburb)
My 5 year old OTTB gelding is in a pile stall with a small shelter and I know a lot of horses in the same type of stall situation at my new facility have blankets hanging over the stalls for when it rains or gets cold at night, but a lot don't have them. My new horse is underweight, (which makes me feel like he'd get colder faster with no fat or muscle on him) and his shelter/cover over his stall is kinda he can't throw his head up under the shelter. Every time I see him he is under the shelter but half of me feels like he might not stay under there throughout the entire rain etc. I keep looking at blankets and sheets and seeing things like fly, or turn out, or rain etc. For what it sounds like I need....
A. is it even worth getting a blanket?
B. if its for when he's being in a stall does that mean i don't want a "turn out" blanket?
