Can you use western saddle without fleece? (Circle Y saddle)

I was looking at a Circle Y saddle, but the fleece is all missing. I know that can be replaced, but I was wondering if you had a good pad why you'd need fleece. Thoughts? Also, this is a 1970s Circle Y trophy saddle. Probably will go too high for me, but I think that's a good time period for them?

The fleece protects the leather on the bottom and also cushions some of the horse's back. You can get it replaced by a saddle fitter. I wouldn't use a saddle without fleece on the bottomI
