My OTTB was a giraffe when I first got him... it was many hours of lunging with loose side reins that worked for us. They were kept loose so that he couldn't raise his head right up into the air without the contact engaging, but that he was encouraged to go long and low rather than being strapped into an outline if that makes sense. Takes some time but worked for us. You could combine that with maybe the drop noseband and see what effect it has...

I've been lunging him on sidereins and he's doing great. I guess riding just changes his balance. I am going to look around for a drop and see what I can find.

This is true, but once they strengthen up on the lunge it becomes possible for them to carry you better. Just takes time.
