Double rigging?

So this summer I finally got a new (to me) western saddle and I noticed the front rigging dee (I think that's what it's called) is a little different than what I'm used to. So I was wondering what the purpose of double dee is and I was also wondering if how I have it is the correct way to use it? IMG_3072.jpg
