Finding a Saddle That Will Fit Me and Him?

I'm buying a Welsh Pony and he is only 11.3 hh. I need a saddle that will fit him but will also fit me. I need about 14" to be truly comfortable. The first saddle I rode him in was a 13" and it was not comfortable, the next she said at first was a 13" then said it might be 14" was much better, although the stirrups did need to be lengthened a bit and they couldn't be. Any advice on getting a saddle? Unfortunately, they don't have one that can go with the pony. I don't know, well, anything about saddle fitting and I can't really bring him with me to try saddles.

Did you want to get a English or western saddle?

Right now I primarily need a Western saddle, as I'm going to use him for contesting (it doesn't have to be a barrel saddle though). However, later on or possibly right away if it was inexpensive enough, I'd be interested in an English one, as he is a jumper, as well.

The 14'' you rode and were more comfortable.. did it have a padded seat?
Is he a round little pony with a wide back or is he more narrow? Could you post a pic of his back.
It can be difficult to find western saddles that will fit smaller ponies properly, I had this issue when making a saddle for a little girl just recently but overcame the issue by using a different saddle tree that was more round in the bars, more suited to the ponies she is riding. I normally go out and do a fitting but due to her location I couldn't so had to go by photos of her 2 ponies backs. I've attached a photo, they say it is fitting her ponies very well plus comfy for her so it is possible get one to fit him but it's hard when you can't try them on him
