Foam saddle pad/raiser

If an all-purpose English saddle sits too close to the horse's withers, what kind of pad (if any) can be bought to create more space there? I have the opportunity to use a saddle, but when we put it on the mare yesterday there was maybe room for 1-2 stacked fingers between the pommel and the withers. Should I just look for an entirely new saddle, or is there something that could be done?

*This is a completely different mare than the one I've spoken about in other posts. Other wonderful horses keep popping up in this horse-friendly state! *
