Got a box of horse items...need help

Got a box of assorted horse tack yesterday because it was in a storage building a guy was going through and he didn't know anything about horses and didn't want it.
We didn't go through the entire box but we don't pass up on cheap horse items LOL.
So this morning I go through the box to see what all is in there. There's a brand new lariat, a pair of rough-out leather saddle bags, the big ones It looks like something spilled on it and ate through the leather at the bottom of one of the flaps which isn't a big deal, it's a small hole. But there's black stiff tar like stuff stuck to the leather and I have no idea how to go about cleaning this. Any help? It is rough out so I can't use leather cleaner on it, right? I rubbed hot water over some of the black stuff but it didn't really make a difference.
There's a pair of spurs, 2 white cotton lead ropes with good snaps(can always use more lead ropes)
There's a child's pair of chaps with the fringe down the leg but the strap broke in front, not sure if we can fix that
There's a larger adult sized pair of chaps but I'm wondering if they are a type of farrier chaps. There is a pocket on the front on one leg and this one doesn't have fringe.
I also discovered a black headstall with a grazing bit but the bit has floral design on the cheek piece and shanks and the mouth is copper. The headstall has a floral design and it's very wide leather, has double rosettes with tassels on each cheek piece and has a noseband. I've never had a western headstall with a noseband. I'm really not sure what the purpose of this one is, it is not a tie-down because there's no ring to attach one.
There was also a brown bridle that appears to be homemade. The screws are not your typical chicago screws and the sewing looks to be done with heavy yarn but it looks to be sturdy and would be used in case another bridle breaks. It has a plain western grazing bit but nice reins that I'll probably switch to Chanti's side pull when I start riding her again. There was also a blue and white fleece western girth. Not sure about size, looks to be maybe a 30" which should work better on Sundance when he's ridden again.
I took pics of most of the stuff and I'm going to clean the headstalls real good and I'll post pics later.
I couldn't find any brand on anything but the black headstall looks old. I've never seen anything like it in any tack store.
Any suggestions on cleaning the saddle bags??

Well since it got ruined with the black gunk anyways, I'd use leather cleaner, in fact I would try liquid laundry detergent or a cleaner like "goo gone", then condition the snot outta the leather after the harsh cleaning. I would use a quality leather conditioner/softener, my two faves are Lexol & Belvoir intensive leather balsams. The chaps do sound like farrier ones, are they short to knee & thicker leather?

No, the chaps go all the way down the leg but there's no fringe. I'll see if I can find out what they are. I took pics today, just haven't uploaded them yet to my computer. I decided to go ahead and put the headstall on Chanti to see if it fits and I figured she'd hate the bit but she didn't mind it. The leather needs to be softened up a bit and I have neatsfoot oil.

Ok, did a quick search. This pic is very similar to our chaps we got, but these don't have the pocket.

So according to where I got the pic they are basic shotgun chaps.
Now to search for a headstall like the black one lol

These are cowboy working chaps, sounds like all the items contained in that box were working ranch items. You got a little piece of Americana, save it, might be worth something someday.
