Hackamore Question

I know this is a REALLY stupid question but I have always wondered. What are the holes for in the cheeks of these hackamores? Why is there three? There must be a specific purpose for them....anybody know?

that would be my impression too

I've seen something similar when I was in Aircraft school it was quite common. To lighten weight making holes to reduce the metal weight.
Totally makes sense.
