Half chaps? (not sure where to put this)

Every manufacturer is different. You need to measure around the widest part of your calf over your pants. Make sure to pull the cloth tape or a string SNUG to get a true measurement. Meaure your calf height barefoot, from the floor to the back of your knee. Suede or synthetic suede chaps are fine being a little too tall (up to 1"), but stiffer leather chaps should be the right height or a little short.

Well it depends. I take mediums in tall. Each brand of half chap is going to fit differently. When you go to your local tack store, they should have someone there to help you choose the right size for you. I'm thinking you are going to be a tall probably and either a small or medium depending on the size of your calf. Every rider is build different so there is no way for use to guess accurantly.
