help with velvet helmet....

I need some help with childs size helmet...I need to get Sky a velvet helmet for the shows. She has a Troxel size med and dials it to fit and we had a velvet cover looks like crap and I will bite the bullet and buy a velvet show hat. I would like to get it from ebay but the sizes are sooo confusing. How do I measure>>>> What size does a 9 soon to be 10 year old get since they don't dial in the back?? Hellp

"Helmet Sizing Guide - Please measure head at widest part (with hair up, if that is how helmet will be worn). Make sure the tape is snug. Please measure in centimeters for the best fit. "
