If it's leather, you could get some punches and some thicker leather. You could glue velcro on the back to put it on and then punch the designs and letters you want in to it. Colouring it is a different story though.

You can buy leather dye, and stamp the letters in leather, and then dye them.

Hello, I reckon that's a great idea
You'll need:
-Leather
-hammer
-alphabet/number stamps
-dye (if you like)
- chicago screws
- hole punch
-knife (to cut the leather)
- fancy stud & conchos

I'm assuming you want to personalise a nylon halter..so remove the nosepeice, make a pattern for a bronc nose peice, carve or stamp it and add bling to personalise however you like.
Moisten the edges that will go around the hardware of the halter.
Glue or hold together then punch a hole at each end then attach chicago screws.....FINISHED!
Goodluck
