I D this please?

we just got in a couple driving harness's at our school for a couple halflingers. well were not to farmiler with all the equipment and we cant quite figure out this piece. can yall help?

I know nothing about driving. To me it just looks like a running martingale with extra weird looking doohickie

I will show this photo to someone whom might know what it is. I'll be back with the info if I find out.
