Long billet straps on English saddle

I am new to all this. I have been reading and watching video's like a mad women!
Why are my billet straps so long on my saddle(wintec 500)?

Does the saddle also have long saddle flaps? A deep seat? I'm not familiar with the Wintec 500, but my guess is it's a dressage saddle. Dressage saddles have long billets and a dressage girth is shorter than most girths.

The Wintec 500 appears to come in several different styles (all purpose, dressage) (poor Google).

I am going to have to agree with Ballet, if the billets hang way past the skirt you most likely have a dressage saddle.
