How do you feel about martingale. and should it have the piece that connects onto the girth and comes up? and should that piece be a runner or not?

Well, it all depends on what discipline you are riding (some martingales are illegal in some disciplines) and what you need for your horse.

Breastplates/collars are needed if a saddle seems to shift back from the desired position. You may, or may not need to attach any martingale to this.

If you are riding hunters and you have a horse that may fling its head up high enough to endanger the rider, a standing martingale (PROPERLY adjusted) may be needed. I do NOT agree with using any corrective equipment as a decoration....or use if badly adjusted so that it is a tie-down.... or just because it "looks cool".

If you are jumping or eventing and your horse flings his head up, a running martingale may be needed (standings are illegal).

What else do you want to hear?

Well I was looking to put one on my thoroughbred to keep the saddle in place where I share a saddle with my thoroughbred and my pony, it fits him it just had a saddle pad and a riser under the saddle so it tends to slide forward, or backwards. He likes to put his neck and head sideways and will throw it around if given the chance. So I'm just looking at what could e an option, I used to use grass reins on my pony when I was younger cuz she used to get her head ad be to strong and it seemed to help her because she has corrected it, but it doesn't work on him, he still twists his neck in a weird way.. :/

I use a standing mart on Diamond because she will throw/ hold her head up ridiculously high x.x Shes an Arab... So I got that for her, and it works welll :) Holds her saddle too! Sounds like you could benefit. Does anyone know if you can use a running mart in hunters?

I use one on my arab who is training for dressage and this is what it looks like pretty much.

The only time I've used a martingale is on him but I also for the most part only ride Arabs or Arab crosses now. I also only use this martingale in training because you can't show them in the martingale unless it is a training class. :)
