It looks like a homemade plate bit. L&W Bits also makes them.

"Plate Bit
A good all-around bit for young or older horses. Comes with stainless steel bicycle chain noseband."

Wow... whom ever is behind L&H bits should have their head examined.... The majority of their bits look like torture devices. Everyone of them has chains, twisted wire mouths, bicycle chain mouths, most of them are leverage bits and curbs on top of that... its crazy! I can't imagine a horse who actually requires something that severe.
