It's a bit difficult to judge from the picture, but from what I think I can see, any saddle you get for him, you should definately fit with a sheepskin pad of some kind. The reason being that as you say, he's still going to develop a lot of muscle, so fitting your saddle to his current frame is going to hinder that development. By fitting the saddle slightly bigger and using a sheepskin to take up the extra space you'll allow for that muscle to grow on his topline.

I would personally go for the Thorowgood because it just looks so much better than the Wintec. The Wintec saddle flaps look like the kind of thing you'd find on a jumping or close-contact saddle. I also believe that a "suede" seat is much easier to grip onto than many other leathers or plastics which also helps to stay in the saddle.
Though, in my opinion, the best thing to do would be to see if you can rent or trial both saddles to see which you prefer and which suits you best. Because after all, this saddle is for you and your horse, nobody else's.
