Old cutback pad - sewing question

I wish I was more crafty but I'm not....

I have this old cutback pad that I've used for years and years, 20+. It's wool felt covered in an upholstery fabric. I have several others but I used this most often. Just the right thickness, right weight, not too big, not too small. The fabric is wearing thin, a former puppy chewed a corner a bit. The felt still has lots of life to it.

Could I make a slipcover for it? Should the cover be tacked down or could it stay removable for cleaning? I've never seen it done with a western pad. Maybe I'm being silly but I like this old pad. Not the color just the whole feel of the pad. I want to save it.
