Ovrreach Boot Sizing

I just got a new gelding last year to barrel race as a step up from mare. He was a cutting and heeling horse so I had to train him on barrels. AS we progressed through the season he started really stretching out in his running. At our last show I noticed that he had clipped his front heels. I didn't have ANY boots on him last year but this year I bought him fronts, backs, and overreach boots. I haven't ever used overreach boots before so I am not to sure how they should fit!! He wears medium boots so I got him medium overreaches as well. It almost seems as though they over lap. Is the bottom supposed to touch the ground?

Just wondering how exactly they should fit?!?
