Saddle crupper

I'd like to try a crupper on my mare, I am just not sure how tight to adjust one? Or how I can get her used to it before taking her down large hills with it? She is rather mutton withered, so my saddle tends to slight forward a bit when going down steep hills.

You want it to be tight enough that it doesn't flop around, but not so tight that it puts tension on your horse's tail. FYI, you might want to put your horse on a lunge line when you first put the crupper on. Most horses I've used one on freak out a little at first and you probably don't want to be on their back when they realize it's there.
