Question Saddle fitting problems

I would like some advice as to where I can get a saddle or have one made. I want synthetic, and with nylon stirrup fenders. I am only 5' tall, and it's hard to find stirrups short enough. A youth size would be good length but I need at least a 15" or 16" saddle seat.I need to keep the wt. around 20lbs.or so. Does anyone know anyone in Me. N.H. area that makes saddles. The other part of the equasion is I'm fitting a haflinger!

Haflingers have a very round barrel usually!

I don't know of anyone that makes "custom" saddles but couldn't you get a used one and change out the stirrup leathers?
