Bates Caprilli comes in a short flap.
Bahr's Saddlery and Foxhunter tack shop sells them new.
This one Running Fox | ATM Gold Saddle comes in a small flap. It's a cheaper Childeric, don't know if you've ever heard of that brand before, but they make really nice saddles.
What about getting a CWD custom made, I heard they are good saddles and are comfy and if customized fit very good, although I hve prices them out to be from 4200-5200... ouch but worth it in the end, for competitions???
Some more that might work:
Ashley & Clarke Ayr, and you can order it with a changable gullet tree and different flap lengths, I think. This seat runs small due to the depth and also how it's cut back to far. I think a 17 or 17.5 would work for me and I'm a 16.5 in most others.
Northrun Ashland I, in a 16.5 seat. Ashland II seems to have longer flaps.
As the Ashland seat gets bigger, they usually don't seem to make the flap any farther forward, which may work for you. The flap didn't feel quite forward enough for me, actually, with my longer thigh.
Another one that the flap didn't seem forward enough on was the Collegiate Connoisseur. Nice short flap that can easily be shortened further. HDR Pro AO might work (check flap length) but avoid the Rivella and the Pro Jump and Pro CC since those all have a forward flap.
Oh my you should read my thread I had a very similar problem when I was looking...hope this helps!! I tried SO MANY saddles!!! I'm 5'1" with short legs and my knees were nowhere near the knee rolls on any of the close contacts I tried...no matter the flap length!
Finally went with a jumping saddle/AP combination type by Collegiate...and LOVE it!! See thread for more details Hope it helps you!

CWD's are FABULOUS saddles! I've heard from some that the newer ones aren't as great as the older ones but I've heard from others that they're all wonderful. I believe McLain Ward (US olympian) only rides in CWDs as do several other big name riders. Also check out Antares. They are one of the most comfortable saddles I've ever sat in (and i'm a huge saddle snob!) Their size 0 flap is really quite short. I bought a 16.5 with a 1 flap and it was a touch small for me all around. And I'm 5'2. "CWDSellier" -a seller of high end saddles on ebay- has a ton of great used saddles. They put their flap measurement on all they sell.
If you wanted a synthetic, you could probably use the Wintec 500 cc and just set the Velcro knee rolls back farther under the flap. That would also work for a leather saddle that has movable knee rolls. The Wintec 500 and Pro ccs run 1/2" big, though. The 16" 500 might fit you better than the 16.5". The Pro Jump, I like better b/c of the sueded material and the dark color. But it only comes in 16.5" as the smallest size. So that's like a 17" cc. I had a leather seat cushion made to put on it to take up the extra space and I like it now, but I would not be using that saddle for shows.
Also, the Pro Jump is more forward flap than the 500 cc. For certain, you'd have to set the knee rolls back on the Pro.
