eBay! Quite often sellers will sell headcollars and leads in bulk :)

Are there any auctions by you?
You can usually get a lot of brand new halters for very cheap

eBay often has listings for bulk halters. You might also call some of your local feed stores or tack shops and ask if they will give you a bulk discount.

Do check for local auction houses. We have several in our area that have monthly auctions. They often have small tack items like halters sold in bulk lots.
