A tie down is only going to make your horse more suseptible to losing balance when rearing, by not allowing the horse full use of it's muscles, in my opinion.

Also, if you don't even know how to attach a tie-down, I don't think you have any business trying to use one to train a horse that rears. A tie-down is a very simple piece of equipment to figure out.

A tie down probably won't help her from rearing. That needs to be addressed before you do any work with her.

Just my opinion.

Who in the world told you to do that? It is 100% the wrong tool for the job. If you have a horse that rears, you don't need mechanical things to "fix" it, you need to find out why and address it through training.

Personally, with the fact that you don't know how or why a tie down is for or used, I think you are over your head with this horse and need some professional help.

A word of caution on this method of dealing with a rearer. I've seen people do exactly as you are considering, that have had the horse literally flip over sideways, and/or backwards to escape. Horses are extremely flexible and if panicked, may well kill themselves or you to escape whatever has them in panic.

There are so many things that need to be addressed when a horse is rearing, pain, saddle fit pain, dental pain, broken bars in mouth, heavy handed rider, ill fitting bridle or wrongly adjusted...the list is lengthy.

You really need to figure out what is going on here, and address that.
