Tight breast strap

This will probably seem like a dumb question. I have never used a breast strap before. Recently I bought a saddle that came w/ one. So the first thing I had to do was search for information on the proper adjusment. So I think I got it right, kind of loose, w/ room in front to easily put my fist between the strap & my horse's chest. The only thing is that when my horse stretches his neck, for example, to get a drink, it seems he's really pushing against the straps. Is this normal?

Pics would help. We have a hand full of breast collars and they fit different on each horse. Main thing is above shoulder an Below where the neck comes to the chest. Then adjust the strap to the cinch accordingly.

Pictures would help but the "t" where the shoulder straps connect should be at or just above the center of their "boobs" and where the base of their neck connects. Make sure the shoulder straps are snug enough/loose enough.
