    Yup, combination of toothpaste and brush and a dishwasher gets my vote

    Difficult to tell from the pic but it might have a plated finish, either nickel or chrome. If that's the case just be aware that where the rust spots have formed, once you clean them off you may find sharp edges where the plate has lifted away from the base metal, especially if it's chrome.

    I would soak it in warm water to loosen the gunk, and after you scrub the majority of it off, take any regular toothpaste and finish it off with a good scrubbing in that.
    The horses love the taste too.
