What type of bit (or no bit)...

I have recently started working two horses. One a 15.2 QH and the other a 16.1 Appy. The QH is a dream to ride; you can ride him without reins. The other is a great ride, but a BIG mover. He's not bad, but it built like a tank and moves like one. Sometimes he forgets to slow down.

Right now she has tom thumb bits on them both (I don't know why, I didn't bother to ask. I know she has a medical condition that leaves her feeling a little weaker, so maybe someone told her to use that bit for the extra power... again, I don't know. This purpose of this isn't for people to rant about the tom thumb bit).
Anyway, she has decided she wants to switch them both to a snaffle. I feel like the QH could go halter with clip-on reins, but, again, with her medical condition I will not argue with her about using a bit, especially a softer snaffle. The Appy, however, is a strong guy and needs some good contact or he'll forget you're there.
Since I'm working with the horses, we hoping I can get the Appy to slow himself down a little. However, he also does this thing where he likes to suck the bit in.

My questions are:
What's the softest bit you've used? (Again, I can't argue with her about using a bit or not. I will bring it up, but if she wants a bit, I have to help her; they're her horses and she's being very nice letting me ride them for free).
What's a good bit for a tank of an appy that likes to suck the bit in? (I've been told that this is more a result of discomfort from the tom thumb and that a regular snaffle is fine, but thought I'd get another opinion).
