I use pro choice. Ballistic no turn bells on anybody I plan on doing gymkhana or team penning with. I have used cheaper pro choice knockoff's and they are falling apart.

I have about 4 pair of the ballistic no-turn bells, but if I ever need to use bell boots I still grab the old-school gum rubber pull-ons. They stay on and they are cheap.

I use the Professionals Choice quick wrap bell boots on my barrel mare because I didn't want the no turn knob pushing into the back of her heal bulbs. She literally sliced herself open in that area last summer in barb wire and I use the bell boots on her now to protect that scar. They do turn but it doesn't really matter because the neoprene overlaps in the velcro area so there's equal protection all the way around.
