If Melinda is putting the Saddle on the same way as in that last pic then I do not think it is too far forward.

A flex tree does not flex in the Gullet Width to fit various width Horses.

I have seen this problem before, some Horse require a Gaited Tree, the Gaited Tree has a Flair built in the front of the Bars to allow for Shoulder Relief, normally associated with the needs of Gaited Horse, but other Horses can benefit from this because of irregular, uneven or protruding scapulas, large muscle/tendons, etc.

.

May all your Trails be happy and safe ones

A different brand may help.

I'm surprised a haflinger saddle didn't work as both of my haflingers are wider w/ more shoulder muscle than your boy. One I go treeless in and the other currently fits in a FQH bars.

All I pay my psychiatrist is cost of feed and hay, and he'll listen to me any day!

At one point I was certain I would find something that fit him comfortably as he is not freakishly shaped! I agree with all of you who say I should be able to find something to fit him.

What about pads? The two I have owned are a cheap-o tacky pad and a Prof Choice HD Air Ride 20X pad. I don't know what pads woulf help put less pading/pressure in the scapula area to make a particular saddle more comfortable.

AND how do YOU test the fit of a western saddle on your horse? I was told to cinch up, slide my flat hand under, and feel under saddle for points of pressure. If I feel anything without a rider on top, it will be more pronounced once that extra weight is there.
