Belly lifts?

My horse has a very weak topline, I plan on starting some long and low work but I've heard of 'belly lifts'
Are these useful and would they help strengthen his topline?

Yes they are, it's like slowly conditioning those muscle to build up a top line.

What are "belly lifts"?

Belly lifts are designed to get the horse to raise its back by pressing on its stomach, therefore stretching and strenghening back muscles.
