If your dad is even paying part of the board, then its really worth considering his opinion. If he's so stubborn, are you sure he won't just stop paying for the horse if you push it enough? It doesn't sound too bad where you are, not ideal but not too bad.
Growing up I wanted to keep my horse stabled at the really nice places, with the indoor arenas, people my age, jump arenas etc but my family couldn't really afford to. Sure, I could have paid extra and they could have paid a bit extra, and for a while we did, but it wasn't really worth stretching ourselves for it when really we gain little.
Even now, there is a place with two indoors, cross country course, more young riders etc about 2km from my house. It would be pretty cool especially with winter coming to keep my horse there but it is significantly more expensive than where I will keep mine. Even when you add in the extra distance, it still works out cheaper to stay where I am.
I'm at university, and living out of home, and these are the sort decisions you need to make. When you go to college you're probably going to have to make sacrifices and the horse often isn't going to come out on top. I'd save if I were you, not just for college, but you might want to travel in a gap year or something, and you don't seem to gain that much from this move.
