I'd say too good to be true. I've been looking for a horse (same area as you!) and have looked at multiple TB's, all priced at $3000 ish and though they were everything they said they were they were also a lot... more. It seems that 'forward mover' means 'hang onto their mouth for dear life and they might slow down to a decent pace' and remember, people can always lie about show records.
I wouldn't say drop it immediately, but I would say go out a couple times watch the owner ride her first and look for signs of a 'scary ride' and then get on. How experienced are you?
The market here is still pretty good, so a good horse for cheap isn't too common, I'm afraid.
