Help me write a letter...

I'm writing a letter to a previous owner of my horse, who happens to be the last person the horse was registered to. I am trying to get the registration in my name. She is on the *$#!+* list with aqha, perhaps for not paying dues/whatever/who cares. I can't for the life of me find a good way to word this letter.
This is my letter without your help ( I would never actually send this..... Or, would I......)
Dear Human,
You are the last registered owner of horse.
I want to be last registered owner of horse.
How can I talk you into helping me...
Sincerely, random human.

I'm so tired.... Can you tell? Help me :)

Dear Human A,

I recently purchased Horse XYZ. On the registration with the AQHA, I found that you are listed as the current registered owner. I would like to have the papers in my name now that I own Horse XYZ. Would you be willing to sign a Transfer Report for me to be able to do that?

Thank you in advance for your help in this matter.

Sincerely,

Human B

You need to be WAY more polite than you were in your original OP.

Dear Previous Owner,

Hello. I am trying to become HORSE'SNAME's registered owner with AQHA however I cannot do that without some help from you. I'm willing to pay all the fees necessary but would really favor your cooperation.

Thank you.

Sincerely,

YOURNAME.

If you can, include whatever papers are necessary with a filled out and stamped return envelope. People are far more likely to do something when it requires less effort

Do you happen to have an email address for her? It might not be a bad idea to have some correspondence with her that way first until she can sign and mail you any needed documents. That way if she tries to be difficult about it, you have saved messages as proof of your trying to get the information to transfer the registration.

Nah, no email & no phone.
HOPEFULLY, it is a correct address...
I finished my letter, that I am quite proud of :)
I'm including 2 current pictures of my horse, incase she is curious about him, the 2 forms she might need, a large and small self addressed stamped envelope ( maybe 2 envelopes is overboard...LOL)
I'm just going at it with the mentality that there's no reason she wouldn't LOVE to share what she knows about him & help me out.
I'm crossing my fingers, and hopefully it will turn out awesomely!
And Sky, just want you to know, this is the most polite letter I have EVER written :)

I had good luck with doing exactly as you are....I wrote a letter and included all the paperwork that needed to be signed and a SASE. She was really nice, signed the transfer and sent a large envelope of baby pics, mare photos and info on the stallion.
We actually stayed in touch for quite a while.

And the breeder of my Stilts horse found me through HF! She sent me pics of him, gave me plenty of info on the mare and his full sister and I gave her an update on Stilts.

I think most folks are pretty good about stuff like that, after all it isn't like you stole their horse, they sold them for a reason!
