You can find horses that are in bad condition at auctions.... If you want one that you want to see a total transformation I think an auction would be your best bet as rescues usually, not always, but generally get the horses in better condition before rehoming them. However the sites listed by bubba are good to check out as well.

As to where most rescues get their horses, here in MB, most rescues go to auctions!

Angry Horse Rescues

BEWARE!!!!!!! Not All horse rescues are honest about the horses they have or place.
I and two other people discovered a local horse rescue to be nothing more than a SCAM & RIPOFF living off and feeding their personel horses with the Donations Recieved for the rescue horses.
Research and Background Check a rescue before Getting a horse or making a Donation !!!!!!!!!!!!!
Google : equine rescue scams you will be shocked what you find, they are EVERYWHERE, and Alot More Not Listed Or Exposed !!!!!!!!!!!!

That's the same thing some people who send their horses to auction tell themselves to feel better.
It is wishful thinking at best. If you get an auction horse you will know without a doubt it's been saved.
