Horse taking off another horse's fly mask

One horse on our farm is very mouthy and continuously pulls off one of the horse's fly mask. We have the Crusader fly mask with the nose piece and the overlapping Velcro jaw strap. We even put a break away halter over top the fly mask and he still pulls off it off. We have gone through several fly masks because they have become badly torn. We tried the skin tight mask with netting over the eyes and he still managed to somehow pull it off. Any ideas on how to keep the other horse from pulling it off? Thanks for all the help!

My horse is the mask remover at my barn. :( He sees another horse wearing one and he makes a beeline for them and pesters them until they stand still and let him pull it off. I'd take any advice to stop him- I feel guilty about when someone has to replace theirs or go searching. No helpful tips here, other than not pasturing them together.

Never had success keeping another horse from removing flymasks, other than keeping the offender away! My horse's mission is to remove his, and any flymasks within reach and annihilate them. When he was at a trainer's barn to learn jumping, he racked up 4 flymasks from nearby horse's to his credit, he went to jail (moved to the stallion pen).

We only have 3 horses on our farm and he only picks on the one horse and leaves the other one alone. I have read somewhere that there is a spray that I think is called Bitter Apple or something like that that people spray on the mask and it leaves a bitter taste in the remover's mouth. I have considered trying this but I don't know if it will work. One time we put hot sauce on the handles of a drum fan because this horse would chew on the handles and I came back to the barn to find him licking the handles like he loved the taste! lol
