I think there are more options than people think.
I had a horse through most of university, although for about a year or so I didn't. My first university was in a city so that was a little trickier, but my second university was in a more rural region which was cheaper to keep horses. Universities in Australia don't really have riding teams.
However, owning a horse or university sports isn't your only option. Often people are willing to part lease, or even let you ride their horse for free. At my regional university I just volunteered at the Pony Club before I had my own, and I was offered a horse to ride for free whenever I wanted. When I bought my own horse the same people offered me free agistment. If some kid were to come up to me and say, "hey, I've just started uni and really want to ride but can't afford my own horse" I'd probably let them ride mine for free.
I know you're living in the dorms, but that likely won't be forever (or maybe it will, you guys do things differently over there). I had to move out of my house recently and I was pretty desperate for a place and nowhere in town was very dog friendly, and then I found a room about 50 mins out of the city reasonable rent, dog friendly and I can keep my horse there for $10 extra a week! When you put in twice daily travel to rug horse, its not even any extra travel.
I'm just saying, keep your eye out, your mind open, and you might find lots of opportunities to ride. Get involved in the community, not so much the university community, but the place you live in. Get to know people and all of a sudden opportunities arise.
